Let’s do this. Let’s change the world. In this vital role you will be member of the GDO leadership teams and strategic partner to the Amgen India and R&D organizations. Responsible for financial oversight, and strategic resource allocation to assure operational efficiency and financial discipline within development operations. This senior leader provides GDO insight and direction to the study budget forecast and approval process, ensures that GDO resources are staffed and deployed in alignment with organizational goals, and manages the GDO functional budget while adhering to regulatory compliance and budgetary constraints.

Align operational plans with financial targets, prioritize GDO investments, and build business cases for technology and modernization initiatives.
•
Link GDO resources to budget, identify efficiencies, and drive awareness, allocation, and management of non-resource spend.
•
Translate resourcing data into actionable insights for senior leadership and business partners.
•
Partner with R&D Finance to ensure alignment on GDO budget understanding, targets, and resource planning.
•
Identify and quantify resource needs (staffing, technology, clinical trial costs) across the Amgen portfolio.
•
Manage staffing capacity across Amgen staff, FSPs, and contingent workers to support portfolio needs.
•
Deliver analyses and reports on resource demand/supply, highlighting variances and financial risks.
•
Lead, mentor, and develop a global team while collaborating with cross-functional and external stakeholders.
•
Foster accountability, innovation, and collaboration; build talent pipelines and develop critical skills.
•
Serve as GDO’s senior business owner, leading analyses to inform executive trade-off decisions on budget, cost, technology, and efficiency.

Partner with GDO leadership to build future resource capability plans.
•
Collaborate with GDO functions to meet evolving business needs, ensuring speed, quality, productivity, and efficiency.

Champion budget awareness and cost drivers; present analyses, scenarios, and recommendations to executive leadership.
•
Partner with Finance and R&D Strategy & Operations to develop and refine resource algorithms and adapt them in real time.

Drive continuous improvement and innovation in resource utilization, scenario modeling, and clinical trial technologies.

Doctorate degree and 5 years of Business Operations, Resource Planning, or Financial Management in Pharmaceutical R&D or Clinical Operations experience
OR
Master’s degree and 8 years of Business Operations, Resource Planning, or Financial Management in Pharmaceutical R&D or Clinical Operations experience
OR
Bachelor’s degree and 10 years of Business Operations, Resource Planning, or Financial Management in Pharmaceutical R&D or Clinical Operations experience
•
10+ years of experience in financial and/or resource management within clinical operations, including oversight of global teams and large-scale clinical trials.
•
Knowledge of emerging trends in advance that will enable significant agility and efficiency in business elements of clinical operations – quality, time and cost.
•
Global cross-functional leadership across clinical domains and geographies.
•
Expertise in managing timelines, vendor relations and project milestones.
•
Expertise in assessing clinical portfolio resource demand and managing changes/variance against resource/supply plans
•
Portfolio-level budget/resource oversight and optimization.
•
Ability to analyze data for cost-saving opportunities and efficiency improvements.
•
Strategic thinking with the ability to advance the business through application of technology
•
Capability-building and functional training strategy.
•
Strong interpersonal skills to work with vendors, partner with IT and senior leadership.
•
Establishment of external partnerships and thought leadership within the clinical operations and business domains.

The expected annual salary range for this role in the U.S. (excluding Puerto Rico) is posted. Actual salary will vary based on several factors including but not limited to, relevant skills, experience, and qualifications.
